Short answer
Solar in the City of Fairfax, VA qualifies for the city's ten year exemption on residential solar equipment, Virginia's automatic property tax exemption for systems up to 25 kW and its sales tax exemption on solar equipment, and Dominion's one-to-one net metering, which Virginia regulators kept in an April 30, 2026 order.
City or county
Why the City of Fairfax is different
The City of Fairfax is an independent city, separate from Fairfax County, with its own permit office and its own tax rules. The city offers a ten year exemption for residential solar equipment, longer than the county's five year exemption. Statewide, Virginia also exempts residential systems up to 25 kW from property tax and exempts solar equipment from its 5.3 percent sales tax.
Because the two jurisdictions sit side by side, we confirm which one your address belongs to before anything is priced or filed.

Dominion rules
Net metering and the 2027 date
Dominion serves the city, and Virginia's April 30, 2026 order kept its one-to-one net metering and left renewable energy credits with the customer. Interconnection applications approved before May 1, 2027 keep the current terms, so we start the Dominion paperwork as soon as the design is settled.
Virginia SRECs trade around $22.50 to $35, so a system here pays back mostly through bill savings. We size it to your actual usage rather than to the largest array the roof will hold.
How a job runs
City permits, Dominion approval and turn-on
The permit goes to the City of Fairfax rather than the county, the interconnection to Dominion, and the exemption paperwork to the city. After installation and inspection, Dominion grants permission to operate.
If you add a battery, we explain Dominion's Virtual Power Plant pilot for home batteries and set the reserve so your outage protection stays where you want it.
